We're asking everyone to show their support directly to their MLA (list below), the Minister of Housing, and the Premier by sending a letter asking for the regulation that allows ARI-Cs to be repealed in its current form. It is not being used how our government claims they intended, and instead being used for corporations to increase their income by making expenditures that primarily benefit them, not their tenants.

Dear MLA, Minister of Housing, and Premier,

I am writing to express my deep concern about the Additional Rent Increase for Capital Expenditures (ARI-C) regulation and policy guidelines in British Columbia. As a renter in [Your City], I am alarmed by how this policy is worsening housing affordability and unfairly burdening tenants.

The current ARI-C policy allows landlords to increase rents by up to 3% annually for three years, on top of the standard allowable increase, to cover capital expenditures. This could result in rent increases of more than 21% over three years when combined with annual increases (if they remain at their current level). Even more concerning, these increases become permanent, allowing landlords to profit indefinitely from repairs that should be their responsibility as property owners.

This policy is particularly problematic for the following reasons:

1. It shifts the financial burden of capital repairs onto tenants who have no ownership stake, equity, or decision-making power in the property.
2. It disproportionately affects vulnerable populations, including seniors on fixed incomes, students, people with disabilities, and other low-income individuals.
3. The Residential Tenancy Branch (RTB) dispute process unfairly places the burden of proof on tenants, who lack the resources to effectively challenge well-funded landlords, property management companies, and their lawyers.
4. It significantly exacerbates the affordability crisis, especially in cities like Vancouver where rents are already rising faster than inflation.
5. It allows corporate landlords, real estate investors, and speculators to offload their business costs onto tenants while increasing their profits.

I urge you to address this unjust policy by REPEALING THE CURRENT ARI-C REGULATION until it can be modified to appropriately address the above issues, starting with the following changes:

1. Implement a system where the ARI-C amount is removed from a tenant's rent once the project costs are recovered.
2. Reduce the maximum ARI-C percentage to 2% per year over three years (6% total) instead of the current 3% (9% total).
3. Ensure that ARI-C percentages do not compound with annual allowable increases.
4. Narrow the definition of eligible capital expenditures to exclude cosmetic upgrades and standard maintenance.
5. Enforce the Rules of Procedure designed to make the ARI-C process more fair (such as requiring landlords to provide all documentation related to the expenditures as evidence with their application), and make failure to follow the Rules grounds for denial of the application.
6. Consider adopting aspects of Manitoba's approach to capital expenditure rent increases, which takes into account landlord income/profit and does not place the entire burden on tenants.
7. Require clear evidence in support of all eligibility criteria, not simply an oral claim and generalizations which seem to currently be acceptable.

As renters, we are not responsible for the equity or long-term maintenance of these properties. We are simply trying to live our lives, work, and participate in our communities. The current ARI-C policy is deepening inequality and making it increasingly difficult for many British Columbians to afford housing.

I implore you to take immediate action to address this egregious policy. Renters across the province are counting on your leadership to ensure fair and affordable housing for all.
